Revising Gambling Policy

Please refer to what had happened on the National day in Macau through the article on October 4, 2007 of which the title is Gambling Industry in Macau.

 

Owing to pressure from various sectors, the chief executive of Macau Edmund Ho disclosed to the legislator that he would revise his gambling policy, that is to raise the age limit of admission of gamblers to be above 21 in all casinos, and the age of the dealers involved would also be raise to 21 as a response to the request of the general public.

 

As gambling industry is the core of economy in Macau, so Edmund Ho disclosed this in a low key in order not to arouse any panic of the society. He has not mentioned this in his annual policy address.

 

The target of this policy is aiming at the growth of youngsters, that is before they are recognized to be a mature person; they should not be involved in the gambling industry, no matter as a gambler or as a dealer. The ban to gamblers will levy first, but it still will take over half a years’ time to put it into law. While for the operators, there’ll be a grace period of a few years to let the present workers to grow up to the prescribed age.

 

The fact is that the number of addicts to gambling is increasing day by day as the gambling industry blooms. Those who ask for help are mainly in the age group among the mid-20s; and figures shown that one out of five of this age group are casino dealers. That’s what environment affects people, so this policy is to keep those non-mature people away from the gambling environment.

 

On the first two days of the internship, I’ve shown you the ranking of major cities of the world. You can see none of them are gambling cities; but I can say all of them are financial centers, no matter it is as conservative as those Islamic cities in the Middle East; or as advance as New York and London in the West. Intern students from mainland would only regret that their investment experience is not as abundant as students in HK, but never complain their gambling experience is less than that of youngsters in Macau.

 

That’s the difference between gambling and investment although both of them face some uncertainty. Gambling merely depends on luck, to overcome it you only have to rasie your luck or like the magician of Harry Potter. Investment needs deep analytical power, one has to do comprehensive research on the financial condition, economic environment, international happening, indicators and study a lot of chartings…. In the long run it is not only a means of money earning, but also can raise the status of a personality. While gambling in the long run I can say is a money losing pastime which would only lower the status of a personality.

 

To raise up the age of admittance actually would only have a slight effect on the number of admissions and a slight drop in the turnover of the casino, but would be a great help to those youngsters in order to avoid their addiction. Edmund Ho confessed that there’s a need to have a deeper research on the gambling policies of Macau, and would learn from overseas experience.

 

Protestors of course would not be satisfied with this small step, and still urge for further action. But at least the government has trod out the first step, so there would be the second and the third steps which would be envisaged. So don’t think the voice of a small potato like us is useless, when they united together, some times it really works. Daniel has also paid a slight effort in supporting those urges.

    Macau is really a sorehead city, I cannot figure out anything else except the Gambling and eroticism industry.
     
    If Central government has made a determination to adjust the situation in Macau, I just feel that it is process to destroy this city and rebuild a new one, a totally different city only with the same name of Macau.

    sometimes the voice of a small potato like us is useless, as the golden week.the government asked  a wise question,then we have to answer that as they thought ,there’s something wrong,which like a trap
